In the context of the global risk society and the increasingly frequent and extreme disasters, this research paper analyzes the necessity of the independence of Disaster Law as a discipline. To achieve it, the concept of Disaster Law is thoroughly defined along with the unique adjustment objects and legal attributes, along with the distinction from related fields. A theoretical justification of the independent orientation of values, objectives, and research paradigm is provided, and the practical requests for independence are structured with their previous implications. Existing barriers, such as the undefined legal status of the field, the absent normative system, and the marginalization of the field in the educational process, are devoted most attention. Also, as the culmination of the research, the field is provided with the independence-building plan based on the examples drawn from other surrounding areas and fields, including the basic, substantial, procedural, and supportive systems of Disaster Law, followed by the closing prospective wishes related to the independence of Disaster Law as an academic discipline.
